The French Parliamentary Permacrisis: The Dawn of a Fresh Governmental Reality

Back in October 2022, when Rishi Sunak assumed office as British prime minister, he became the fifth UK leader to take up the position in six years.

Triggered in the UK by Brexit, this represented unprecedented political turmoil. So what term captures what is occurring in France, now on its sixth premier in two years – with three in the past 10 months?

The latest prime minister, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on Tuesday, abandoning Emmanuel Macron’s flagship pensions overhaul in return for opposition Socialist votes as the price for his administration's continuation.

But it is, at best, a temporary fix. The EU’s second-largest economy is trapped in a ongoing governmental crisis, the scale of which it has not experienced for decades – possibly not since the establishment of its Fifth Republic in 1958 – and from which there seems no easy escape.

Minority Rule

Essential context: from the moment Macron called an risky early parliamentary vote in 2024, France has had a hung parliament separated into three warring blocs – the left, far right and his own centre-right alliance – without any group holding a clear majority.

Simultaneously, the country faces twin financial emergencies: its debt-to-GDP ratio and deficit are now almost twice the EU limit, and hard constitutional deadlines to pass a 2026 budget that at least begins to rein in spending are approaching.

Against that unforgiving backdrop, both the prime ministers before Lecornu – Michel Barnier, who served from September to December 2024, and François Bayrou, who took office from December 2024 to September 2025 – were removed by parliament.

In September, the leader named his close ally Lecornu as his latest PM. But when, just over a fortnight later, Lecornu unveiled his new cabinet – which turned out to be largely unchanged from before – he faced fury from allies and opponents alike.

So much so that the next day, he resigned. After only 27 days as premier, Lecornu became the briefest-serving prime minister in modern French history. In a dignified speech, he blamed political intransigence, saying “partisan attitudes” and “certain egos” would make his job virtually unworkable.

Another twist in the tale: shortly after Lecornu’s resignation, Macron requested he remain for two more days in a last-ditch effort to salvage cross-party backing – a task, to put it mildly, filled with challenges.

Next, two ex-prime ministers openly criticized the struggling leader. Meanwhile, the right-wing RN and radical left France Unbowed (LFI) declined to engage with Lecornu, promising to vote down any and every new government unless there were snap elections.

Lecornu persisted in his duties, engaging with all willing listeners. At the conclusion of his extension, he appeared on television to say he thought “a solution remained possible” to avoid elections. The president’s office announced the president would appoint a new prime minister 48 hours later.

Macron honored his word – and on Friday reappointed Sébastien Lecornu. So recently – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “fuelling division” and “entirely to blame for the turmoil” – was Lecornu’s critical test. Would he endure – and can he pass that vital budget?

In a critical address, the young prime minister spelled out his budget priorities, giving the Socialist party, who detest Macron’s controversial pension changes, what they were expecting: Macron’s flagship reform would be frozen until 2027.

With the conservative Les Républicains (LR) already supportive, the Socialists said they would refuse to support censorship votes tabled against Lecornu by the extremist factions – meaning the government should survive those ballots, scheduled for Thursday.

It is, nevertheless, by no means certain to be able to approve its €30bn austerity budget: the PS explicitly warned that it would be seeking more concessions. “This,” said its leader, Olivier Faure, “is just the start.”

Changing Political Culture

The issue is, the greater concessions he makes to the left, the more he will meet resistance from the centre-right. And, similar to the Socialists, the conservatives are themselves divided over how to handle the new government – some are still itching to topple it.

A look at the seat numbers shows how tough Lecornu’s task – and future viability – will be. A combined 264 lawmakers from the far-right RN, radical-left LFI, Greens, Communists and hardline-right UDR want him out.

To succeed, they need a majority of 288 votes in parliament – so if they can persuade just 24 of the PS’s 69 members or the LR’s 47 representatives (or both) to support their motion, Macron’s fifth precarious prime minister in 24 months is, similar to his forerunners, finished.

Few would bet against that happening sooner rather than later. Even if, by an unlikely turn, the dysfunctional assembly musters collective will to pass a budget by year-end, the prospects for the government beyond that look bleak.

So is there a way out? Snap elections would be doubtful to resolve the issue: surveys indicate pretty much every party bar the RN would lose seats, but there would still be no clear majority. A fresh premier would confront identical numerical challenges.

An alternative might be for Macron himself to resign. After a presidential vote, his replacement would disband the assembly and aim for a legislative majority in the following election. But this also remains unclear.

Polls suggest the future president will be Le Pen or Bardella. There is at least an odds-on chance that French electorate, having elected a far-right president, might think twice about handing them control of parliament.

In the end, France may not escape its predicament until its politicians accept the new political reality, which is that clear majorities are a bygone phenomenon, absolute victory is obsolete, and negotiation doesn't mean defeat.

Numerous observers believe that transformation will not be feasible under the country’s current constitution. “This isn't a standard political crisis, but a crise de régime” that will prove anything but temporary.

“The regime … was never designed to facilitate – and even disincentivizes – the formation of ruling alliances typical across Europe. The Fifth Republic could be in its final stage.”
